State agencies benefit from more consistent reporting, while managed care organizations (MCOs) gain clearer insight into overall program performance.
Most importantly, strong infrastructure demonstrates that participant choice and program integrity are not competing priorities. Enrollment verification, authorization validation, EVV, automated payment controls, and ongoing monitoring can be embedded throughout everyday operations, allowing oversight to operate rather than an after the fact review.
When accountability is integrated into daily operations, programs become easier, not harder for participants and caregivers to navigate while strengthening stewardship of public resources.

Sustainable programs require reliable operational foundations that improve visibility, strengthen accountability, reduce administrative complexity, and support the people who rely on these services every day.
Hospitals and clinical technology are only one part of healthcare infrastructure. The operational systems that allow modern Medicaid programs to function consistently, transparently, and at scale are just as critical. Those systems may operate quietly in the background, but they will play a more prominent role in determining which programs are best positioned to meet the future of home-based care.
