As the October 1, 2013, launch of state-based health insurance exchanges approaches, health plans face the difficult task of adapting their premium-billing and collection services to comply with requirements introduced in the Affordable Care Act (ACA).

Under the ACA health plans must first rate each family member based on that individual’s unique attributes (such as location, age, family structure, tobacco use, and benefit chosen), and then aggregate the individual premiums into a total premium for billing purposes. Each health plan must be able to collect those premiums from multiple sources, including individual consumers and the federal government. Many health plans are unable to update their systems and processes to meet these requirements.
