Simplicity wins over innovation in Mass. Medicaid overhaul

After all the talk about universal health coverage in Massachusetts, the first step is less than inspiring. Four insurers have been asked to design new managed-care plans for Medicaid--but they've all been told to offer basically the same plan. They'll be competing on price, customer service and the quality of their provider networks, but not on what they cover or how. The state says it doesn't want to confuse enrollees, while the companies say they hoped they would have more flexibility.
