- What provisions of PPACA are causing the most uncertainty for employers? What changes in the law should employers expect and when?
- What role might the states take in affecting implementation of health care reform, particularly health insurance exchanges?
- What should employers be doing in 2011 to prepare for the systemic reforms scheduled for 2014 and 2018, including employer “play or pay” and the 40 percent excise tax on high-value health plans?
O’Connell has more than 30 years of experience in federal legislative and regulatory affairs. He is an adjunct professor of international business and government relations at Georgetown University. O'Connell has been associated with Ceridian since 1982; prior to this, he served in the U.S. Senate as a chief legislative assistant to New York Senator Jacob K. Javits and later to Connecticut Senator Lowell P. Weicker. O'Connell holds a Ph.D. in economics from New York's Fordham University.
