SPOTLIGHT: California health reform accelerating

California Gov. Arnold Schwarzenegger (R) seems to be getting closer to a deal that will get his health reform plans enacted. His plan, like the Massachusetts scheme, would require all residents to purchase health coverage. It would also tax doctors and hospitals, as well as employers who don't provide insurance themselves.
