SPOTLIGHT: Is CA drug database help or hindrance?

In recent times, there's been a great deal of controversy of the prescribing of pain medications, with pain doctors suggesting that they're getting unfair levels of scrutiny just for doing their job. In California, pain physicians and other advocates are suggesting that a state database tracking all narcotic prescriptions is only adding to the problem.
