GAO: Medicaid patients lacking preventive care

Why does the GAO believe it knows best what "level of preventive care" Medicaid recipients need? I mean really, who cares? Obesity is usually caused by opening your mouth too many times during the day to put something in it and by eating too many processed and fast foods and not enough fresh vegetables, fruits and lean meats/fish. Why do the faceless, nameless "experts" know best about preventive care? No states should cover "preventive care". It's a farce.
