Democrats plan to offer a series of changes to Medicare Part D that they say would improve the prescription drug benefit. Republicans say the proposal is political opportunism. Specific changes would prevent insurers from dropping coverage for specific drugs in a plan once a patient has enrolled or from raising the cost of drug midyear. The plan would also require Medicare to guarantee coverage for 60 days in the event of an eligibility dispute.
