A board-certified physician in internal medicine and hematology, Dr. Wallace most recently was medical director for health and productivity management programs at Kaiser Permanente’s national Permanente Federation. He served as a physician and administrator with Kaiser for more than 20 years. Prior to his work at Kaiser, he served as a faculty member at Oregon Health & Science University (OHSU), where he investigated bone marrow function and taught clinical and basic sciences.

Dr. Wallace is a recognized expert on CER-related topics including evidence-based medicine practice and policy; clinical performance measurement and improvement; clinical practice guideline development; population-based care and disease management; and comparative assessments of technologies and other interventions.

CER compares the impact of different health care interventions to determine which work best for patients, and is a critical component of improving patient care and health outcomes nationwide. The federal government also refers to CER as patient-centered outcomes research (PCOR), and broadened its support for this research as part of health care and stimulus legislation passed in 2009 and 2010.

Dr. Wallace helps guide health policy at the U.S. national level, in part through his roles on advisory committees at the Institute of Medicine (IOM), where he serves as a member of the Board on Population Health and Public Health Practice; the Committee for Systematic Reviews of Clinical Effectiveness Research; and the Coordinating Committee for Developing Trustworthy Clinical Practice Guidelines. He also is a member of the board of directors of AcademyHealth and the Society for Participatory Medicine.

“Our Center combines research, information and consulting acumen to strengthen our national capacity to conduct high-priority CER and make our findings about what works in health care widely available to patients, clinicians, provider institutions, private and public payers, employers and others,” said Dr. Wallace. “I am excited about the opportunity to lead this organization as we help advance new understanding about health care innovations ─ in pharma, biotech, devices, medical and surgical procedures, and the organization, delivery and financing of care.”

Dr. Wallace previously served on the National Advisory Committee for the Agency for Healthcare Research and Quality (AHRQ); the Medicare Coverage Advisory Committee, Centers for Medicare & Medicaid Services (CMS); the Committee on Performance Measurement for the National Committee on Quality Assurance (NCQA); and the Center for Management of Complex Chronic Care at the Veterans Administration in Chicago. He is a graduate of the University of Iowa School of Medicine and completed further training in Internal Medicine and Hematology at Strong Memorial Hospital and the University of Rochester.

“The Lewin Group has established a strong portfolio at the core of advancing the national CER enterprise, and with Paul’s expertise and leadership we are already working to enhance our Center’s contribution throughout the health sector,” said Lisa Chimento, CEO of The Lewin Group.

The Lewin Group Center for CER is playing a key role in six new federal health care projects designed to improve patient outcomes through more evidence-based practice and policies, and will enable researchers and others to access powerful new data sources and tools to strengthen national CER efforts. These include work with the Department of Health and Human Services Office of the Assistant Secretary for Planning and Evaluation (ASPE), the Centers for Medicare & Medicaid Services (CMS), the Agency for Healthcare Research and Quality (AHRQ), and the Food and Drug Administration (FDA).
