Wellmark Blue Cross Blue Shield is unsure whether it will participate in the Iowa health insurance exchange, Chairman John Forsyth told the Des Moines Register. Wellmark, the state's largest insurer, doesn't know what to expect from an exchange or how much it would cost to cover new members' healthcare. "If we looked and said there's a high probability of us losing a whole lot of money, would our owners want us to do that?" Forsyth said, but he added that "if we think we can break even, we'll be there." A Wellmark spokeswoman said the insurer is looking into the Iowa exchange issue and wants to participate in the new exchange's design. Article
