High turnover among Medicaid directors

Since January 2014, at least 23 Medicaid directors have left the job. Median tenure falls between two and three years, compared to 3.2 years for state school superintendents and roughly 10 years for Fortune 500 CEOs, Governing reported. Why are directors so quick to jump ship?
