Munson will lead Ceridian’s health insurance exchange partnering strategies
MINNEAPOLIS--(BUSINESS WIRE)-- Ceridian Corporation, a leading provider of outsourced payroll, health care benefits administration, funds management and wellness program administration, announced today that former Minnesota Department of Commerce executive Manny Munson-Regala has joined the Ceridian Exchange Services team. Ceridian’s Health Insurance Exchange Services help the public and private sectors create, implement and operate successful health insurance exchanges.
Mr. Munson-Regala served in a number of executive roles at the Minnesota Department of Commerce, including Acting Commissioner of the Department during the transition from Governor Pawlenty to Governor Dayton. While at Commerce, Mr. Munson-Regala served as co-chair of the Minnesota Inter-Agency Exchange subgroup working on implementation of the Patient Protection and Affordable Care Act (PPACA). This subgroup was charged with reviewing the PPACA’s provisions on exchanges and identifying what actions were needed to ensure Minnesota complied with the federal law, while at the same time building upon existing Minnesota reforms. He also served on the National Association of Insurance Commissioners (NAIC) Exchange Subgroup, and on the working group drafting the NAIC’s exchange model.
Prior to his public service, Mr. Munson-Regala was an insurance regulatory, compliance and legislative attorney at United Healthcare, St. Paul Companies and related subsidiaries, and State Farm Fire and Casualty.

In his new position as vice president of Government Strategies, Mr. Munson-Regala will be responsible for creating strategic pathways and business partnerships for growing Ceridian’s state health insurance exchange administration program. Ceridian was recently awarded the administration contract for Florida Health Choices, which included partnering strategies to build a best-in-class solution for small businesses, carriers and brokers in Florida.
