℠, formerly the Healthcare business of Thomson Reuters, announced that two of its state HIE customers have received national recognition for meeting federal healthcare information technology milestones.

Truven Health’s West Virginia and Alabama state HIEs were deployed in partnership with CareEvolution, and were among 17 state HIEs recognized by the Office of the National Coordinator for Health Information Technology (ONC) for reaching full query based and directed information exchange milestones. These milestones identify the level of data exchange functionality that each state’s HIE has currently implemented. The West Virginia Health Information Network (WVHIN) is one of only 10 state HIEs nationwide to reach the ONC’s Level 2 milestone, which certifies that they are enabled for directed exchange and individual users are enabled for full query-based exchange. The Alabama One Health Record® has reached the ONC’s Level 1 milestone, which certifies that users are enabled for directed exchange.

The WVHIN and Alabama One Health Record HIEs utilize Truven Health’s HIE Advantage™ solution to efficiently integrate and harmonize disparate clinical and administrative data sources across the care continuum. This provides clinicians, at the point-of-care, with near real-time longitudinal, single patient records and provider-to-provider secure messaging through which healthcare professionals across the state can quickly and securely share vital patient information.

The West Virginia and Alabama HIEs are succeeding in an environment that has presented many challenges for state organizations throughout the country. Amid reports of several HIE failures, a recent report by IDC Health Insights, , noted that: “Too many health information exchange organizations have relied on the ‘build and they will come’ strategy. Instead, health information exchange organizations must plan for sustainability from the very beginning.”

“Our proud congratulations go out to the teams in West Virginia and Alabama who have proven that a concerted, regional effort to improve care, reduce waste, and increase operational efficiency can have an impact on the national stage,” said C. Douglas Shaw, senior vice president for the Truven Health Analytics hospital business. “ONC’s recognition is an important third-party validation of the workability and effectiveness of our HIE solution at a time when it is more critical than ever that HIE solutions work seamlessly. We look forward to our continued work with state HIEs nationwide to help create a world class model of effective public health administration.”
