, a leading provider of disclosure management services and applications for healthcare organizations, today announced that its chief technology officer, David Borden, was appointed to the Pennsylvania eHealth Partnership Authority, established by the Pennsylvania eHealth Information Technology Act (Act 121 of 2012).

The Authority is responsible for developing, establishing and maintaining a health information exchange (HIE) that complies with federal and state laws that promote efficient and effective communication among multiple health care providers, payers and participants. Borden has 30 years of experience working in information technology. During his 10 years with MRO, Borden has spearheaded multiple HIT initiatives, including meaningful use certification, patient portal development and building an esMD interface for submissions of medical records to CMS. As architect of MRO's technology platform, Borden also created a robust online medical record management system. Borden is also a member of HIMSS, and led MRO’s participation in two ONC pilot programs, esMD and "Direct 4 esMD," which were highlighted in the HIMSS12 Interoperability Showcase.

Most recently, Borden’s research has focused on HIE initiatives including the Direct Project and is driving MRO’s development of variety of HIE solutions by early 2013, including a Direct Project HISP and Direct Secure Messaging capabilities. These innovative solutions will be displayed at the 2013 HIMSS conference in the Meaningful Use Experience demonstration area.

Prior to MRO, Borden headed Sipapu Technologies, and provided IT solutions for the Wharton Business School and Voice Systems Engineering, an international telephony service provider. He also developed an award-winning database engine for the first professional Apple, Inc. computer database program, dbMaster, and is the co-inventor of patented video processing software. Borden graduated with honors from Harvard College in 1987.
