For anyone who follows Washington closely, the argument has a familiar ring to it. Supporters say the Health Insurance Marketplace Modernization Act (HIMMA) will make health coverage affordable for small businesses and associations by creating uniform national standards. Critics counter that the legislation, which comes up for a vote in early May, will undermine the right of states to set their own policies on what insurers can and cannot do. That, they say, could mean that states will no longer be able to tell insurers what blood tests they have to cover or require that they pay for mandatory screenings.
