Encore Health Resources Names Tom Luce to Board of Directors

HOUSTON--(BUSINESS WIRE)-- Encore Health Resources announced today that Tom Luce, founding partner of one of Texas’ most prestigious law firms and a nationally recognized business leader, educator, philanthropist, and author, will become the newest member of its Board of Directors. Mr. Luce brings to Encore a rich tapestry of accomplishments that earned him a 2005 Presidential appointment to the position of Assistant Secretary for the Office of Planning, Evaluation, and Policy Development at the U.S. Department of Education. In his home state of Texas, Mr. Luce was also appointed five times by Texas governors to posts that included Chairman of the Texas National Research Laboratory Commission, Chief Justice Pro Tempore of the Texas Supreme Court, delegate to the Education Commission of the States, and Chief of Staff of the Texas Select Committee of Public Education. This last position drove one of the first major reform efforts in the State’s public schools.

Mr. Luce earned his undergraduate and graduate degrees from Southern Methodist University and was a founding and managing partner of the law firm Hughes and Luce, LLP. He is currently serving a second term on Dell’s Board of Directors, making him that board’s longest serving outside member. In addition, he has served on the boards of multiple community healthcare, educational, and charitable organizations, including the University of Texas Southwestern Medical School, the Texas Education Reform Caucus, the National Commission on Teaching and America's Future, Advanced Placement Strategies, Education is Freedom, and the Foundation for Community Empowerment. He has served on the Executive Committee of the Dallas Citizens’ Council, an organization comprising CEOs of Dallas' largest businesses. The United States Senate also appointed Mr. Luce a member of the Library of Congress Trust Fund Board.

As a strong proponent of both healthcare and educational reform, Mr. Luce served as CEO of the National Math and Science Initiative, Inc., from 2007 to 2011. He was also a co-founder of the National Center for Educational Accountability (NCEA), sponsor of the Just for the Kids School Improvement Model, and served as chairman of the board for NCEA and Just for the Kids from their inceptions until 2005. He also founded Communities Just for the Kids. In 1995, Luce wrote Now or Never — How We Can Save Our Public Schools, a book that defined his education philosophy and outlined a preliminary plan for education reform that called for broader support for public education. A later book on public education, Do What Works: How Proven Practices Can Improve America's Public Schools, was published in December 2004.

Mr. Luce has served on the boards or as a guest lecturer at several universities, including the Kennedy School of Government at Harvard and the LBJ School of Public Affairs. He is the recipient of the J. Erik Jonsson Ethics Award, the Center for Non-Profit Management Social Entrepreneur Award, the Dallas Historical Society Excellence in Community Service Award, and the CASA Award for Service to Children.
