AMS Health Care Mortgage Corporation announces that it will begin working immediately with clients seeking to refinance under the newly issued HUD program. The much anticipated FHA 242/223(f) refinancing and acquisition program will provide hospitals with access to low interest rates without requiring new construction or renovation as part of the transaction; the 223f program allows for streamlined processing as compared to the FHA 242 program, which has been utilized since the late 1960s for substantial hospital construction projects, including start-ups.

The Office of Hospital Facilities (OHF), a division of the U.S. Department of Housing and Urban Development (HUD), announced the issuance of a new final rule that revises the regulations governing the Federal Housing Administration's (FHA) Section 242 Hospital Mortgage Insurance Program. This new rule implements FHA's authority to finance hospital acquisitions and to refinance the capital debt of hospitals that do not have FHA-insured mortgages, without requiring substantial construction or rehabilitation. The final rule will be officially published in the Federal Register on February 5, 2013. A pre-publication version of the final rule is currently available.
The rule will take effect on March 7, 2013, at which time Preliminary Application packages may be submitted. AMS Health Care Mortgage Corporation (AMS) anticipates strong interest in the program from hospitals interested in refinancing with long-term all-in fixed interest rates currently in the mid-3% range. The FHA 242 program is open to non-profit, for-profit, and governmental borrowers.
