Although the Health IT Policy Committee released an initial definition for meaningful use in mid-June, National Coordinator for Health IT Dr. David Blumenthal was not satisfied and sent the group back to the drawing board. The initial draft established that providers:
- Should be able to capture and share data by 2011
- Establish care processes for improving outcomes, implementing clinical decision support and receiving public health alerts by 2013
- Be able to measure and achieve better outcomes by 2015.
Blumenthal thought it would be "perfectly reasonable" to move the timeline up in certain areas and ultimately, by August, predicted that a true definition for meaningful use wouldn't be finalized until at least the second quarter of 2010.
