Joseph Allen has been a leader in national efforts to foster public/private sector R&D partnerships. He was the key staffer securing passage of the Bayh-Dole Act that increased collaboration between research universities and U.S. industry. Joe was also the executive director of Intellectual Property Owners Inc., director of the Office of Technology Commercialization at the US Department of Commerce, and president of the National Technology Transfer Center. In addition, he co-chaired President Barack Obama's White House Lab to Market Summit and writes a monthly column for IP Watchdog on public policy issues. As founder of Allen & Associates, he currently consults on intellectual property and technology transfer policies.
