WellPoint president Angela Braly told a Congressional committee yesterday that the recent rise in premium hikes by Anthem Blue Cross, a WellPoint subsidiary, was not something she or the company necessarily wanted to do, but called it "the most prudent choice, given the rising cost of care and the problems caused by many younger and healthier policyholders dropping or reducing their coverage during tough economic times."
