Does it make sense to break up the healthcare system into two tracks, one for patients who have the bucks for care and another for the poor? It does to Mark Moran, the interim chief executive officer of Cleveland's MetroHealth Medical Center. His vision for the safety-net hospital includes screenings and other measures to guide non-emergency patients away from the ED; an expansion of community health centers and, most of all, "a lower-cost pay model with the same quality" for the uninsured, he told members of a newspaper editorial board.
