Hospital Financing Expert Jeff Harris Joins Sellers Dorsey

Widely Recognized Expert Expands Firm’s Medicaid Financing Capabilities

PHILADELPHIA--(BUSINESS WIRE)-- Sellers Dorsey announced that Jeff Harris, a former principal with the firm Spivey/Harris Health Policy Group, has joined the firm as a Senior Consultant. Jeff brings with him over 25 years of experience working with hospital and health systems, and state hospital associations on policy issues related to Medicaid and the uninsured.

“Hospitals and other health care providers are seeking to realize the opportunities and address the risks associated with the implementation of the Affordable Care Act, particularly in an era of continued budget difficulties,” said CEO Martin Sellers. “We are proud to add Jeff and his experience in providing counsel to hospitals and health systems to our strong consulting team.”

For the last 13 years as a principal with Spivey/Harris Health Policy Group, Jeff advocated on behalf of individual hospitals, groups of hospitals, and hospital associations in over 20 states to implement public policies that would allow his clients to better serve their mission as part of the health care safety net. Jeff provided strategic and tactical advice to hospitals on the most effective ways to get new policies, including Medicaid reimbursement and financing changes, implemented through state Medicaid agencies and state legislatures. He has extensive experience with the design of the Medicaid Disproportionate Share Hospital program, upper payment limit, and healthcare related tax programs. Jeff also worked to implement enhanced Medicaid payment programs for physicians.

“I’m pleased to join Sellers Dorsey’s Medicaid financing and policy team,” said Jeff Harris. “As clients seek to maintain the critical safety net, I’m confident Sellers Dorsey has the right team and solutions to help our clients meet these challenges.”

Jeff also worked for the National Governors Association, the Prospective Payment Assessment Commission, which was the precursor to the Medicare Payment Advisory Commission, and the National Association of State Medicaid Directors. He will be based in Washington, D.C.

Sellers Dorsey continues to focus on growth and service to its clients, as the firm looks to address the demands of the changing health care marketplace, advising clients as they prepare for industry-wide changes brought about by the implementation of the Affordable Care Act.
