ASC X12 and HL7 International Submit NCVHS Testimony Requesting to be Named as an Operating Rules Entity for Claim Attachm

FALLS CHURCH, Va. & ANN ARBOR, Mich.--(BUSINESS WIRE)-- The Accredited Standards Committee X12 (ASC X12) and Health Level Seven® (HL7®) International, the global authority on standards for interoperability of health information technology with members in 55 countries, testified at the NCHVS hearings on Administrative Simplification under the Patient Protection and Affordable Care Act on Standards and Operating Rules for Claim Attachments, held November 17, 2011 in Washington, DC.

Margaret Weiker, chair of the ASC X12N Insurance Subcommittee, provided information related to the ASC X12 transactions used in the claim attachments process and formally requested that ASC X12 and HL7 International be named as the operating rules entities for Claim Attachments.

“ASC X12 and HL7 have worked jointly, and with input from industry experts, on the attachment transaction standards for a number of years,” said Cathy Sheppard, chair, ASC X12, “focusing not only on the data required to support attachments but on the business rules necessary for consistent implementation and application of the attachment information.”

Charles Jaffe, MD, CEO, and John Quinn, CTO of HL7 International, and Jim McKinley and Durwin Day, co-chairs of HL7’s Attachment Work Group, provided information to the NCVHS Committee that HL7 Attachment Standards are aligned with Meaningful Use stage 2 requirements in both content and form to reduce payer and provider costs. HL7 agrees to provide the standards, implementation guides, and the testing standards for clinical document attachments. HL7 will also work with ASC X12 on the production and maintenance of the attachment transaction operating rules.
