Here's a reform scheme which breaks from the pack. Rather than imposing universal insurance requirements, Vermont is considering a new health reform plan which would provide both in- and outpatient hospital care to all state residents. Under the terms of a new bill, hospitals would negotiate an annual budget and pay for all care from that fund. Article [1]
