Position Description
The State of California recognizes interoperable health information exchange as a vital infrastructure component that can reduce medical errors, improve health care quality, and produce greater value for health care expenditures. Working with a wide spectrum of stakeholders, the Administration has undertaken a number of initiatives, including efforts related to health information technology (HIT) financing, privacy and security standards, and electronic medical records. The Deputy Secretary for Health Information Exchange (HIE) will lead and coordinate state government’s engagement on health information technology and information exchange issues.
Description of Position:
The Deputy Secretary (Deputy) reports to the Secretary of the Health and Human Services Agency and acts as the Administration’s key advisor on all issues related to electronic health information technology and exchange.
The Deputy serves as the single point of contact for public and private stakeholders, working collaboratively to facilitate the development and implementation of interoperable HIE. This position leads the state’s engagement in the development, application, and use of health information technology. The Deputy will coordinate and facilitate the advancement of policy and laws needed to advance the implementation of HIE, with a focus on the issues of financial sustainability, privacy and security of electronic health information. In addition, the Deputy represents California on HIE discussions at the national level.
The Deputy oversees the integration of state government HIE efforts, working jointly with the Office of the State Chief Information Officer, the Business, Transportation and Housing Agency, and other state partners to ensure that the state’s health information technology system implementations are: 1) interoperable; 2) advance the coordination of health care; and 3) reflect coordinated policy approaches to HIT and HIE. Specific deliverables include:
• Establish a California roadmap and implementation strategy for the widespread adoption of HIT and HIE.
• Develop a financing strategy that promotes the adoption of a sustainable HIE in California.
• Establish privacy and security standards for HIE.
• Coordinate HIE/HIT initiatives to promote the growth and sustainability of operable HIE networks such as:
- Increased adoption of Telemedicine in California
- Electronic Medical Record for state mental health programs
- Development of the Medicaid Information Architecture (MITA)
- Integration with the California’s Service Oriented Architecture (SOA) plan
- Role of HIE/HIT in the emerging trend toward Personalize Medicine
Desired Qualities: The Deputy Secretary should have an in-depth understanding of relationships between health IT, healthcare financing and healthcare service delivery.
Preferred knowledge and experience includes:
• An in-depth understanding of the current HIE landscape and its key trends, particularly in California.
• Strong understanding of privacy and security issues associated with HIE.
• Senior/executive policy level experience.
• Experience leading and facilitating diverse groups, strategic vendors and stakeholders.
• Experience working with a variety of health care information systems.
• Knowledge of state and federal legislative processes.
• Knowledge of CA state government financing, procurement and IT systems development processes.
• Work with healthcare advocates, stakeholders and legislative leaders to develop California’s strategic direction for HIE.
Preferred personal characteristics:
• Demonstrated leader with the ability to identify innovative or unique initiatives complementary to HIE efforts and to establish partnerships to leverage them.
• Highly motivated, accountable individual who enjoys challenges and achieving goals.

• Ability to establish credibility and build strong working relationships with executive leadership in diverse health care organizations.
