The Centers for Medicare & Medicaid Services is updating guidance on the 90 percent matching rate for state expenditures related to promotion of health information exchange.
The updated guidance, CMS writes in a letter, expands "the scope of state expenditures eligible for the 90 percent HITECH match" and supports the goals of the Office of the National Coordinator for Health IT's Interoperability Roadmap.
Any match that states claim must support eligible providers' use of Stage 2 and Stage 3 of Meaningful Use, the letter adds.
"These provisions make available to states 100 percent federal matching funding for incentive payments to eligible Medicaid providers to encourage the adoption and use of certified EHR technology through 2021, and 90 percent federal matching funding [the 90 percent HITECH match] for state administrative expenses related to the program," according to the letter.
Although CMS released similar guidance in 2013, the letter "supersedes" that, but many of the former principles will remain valid. CMS says it also will released detailed guidance that combines the current and former principles.
The letter also cites some examples of how a match might be made available, such as federal financial participation (FFP) for on-boarding Medicaid providers to HIEs or interoperable systems or FFP for interoperability and HIE architecture.
